Cmdr. Bugart is a native of Cocoa Beach, Florida. He is a 1979 graduate of the U. S. Naval Academy at Annapolis, MD where he earned a Bachelor of Science degree in Management and Technology. Upon graduation, he reported to NAS Pensacola, Florida and later to NAS Kingsville, Texas for flight training. He was designated a Naval Aviator in April 1981. His first assignment after earning his wings was with the Hellrazors of VA 174 at NAS Cecil Field, Florida where he qualified as a Light Attack pilot in the A-7E Corsair II. His first fleet squadron was VA 86 flying from the deck of the USS EISENHOWER(CVN-69) in the Mediterranean Sea. Cmdr. Bugart made two deployments with the Sidewinders as the Schedules, NATOPS and Quality Assurance Officer. During this tour he was selected for transition to the F-14 Tom Cat and was subsequently transferred to the Tophatters VF-14 in Oceana NAS , Virginia, to undergo Tom Cat training.
